Authorization of Grades

Article 1 <Aims>
Japan Sport Fukiya Association has established the following Dan-Kyu-I Accrediting System in order to certify and accredit the abilities of those who practice Sport Fuikya. With this system, the Association judges the levels that members have attained fairly.
 
Article 2 <Grades of “Dan-Kyu-I” and Qualification Standard>
1. The Association shall encourage the further improvement of Sport Fukiya skills through aiming for higher Kyu or Dan, by official recognition of the levels of members who practice Sport Fukiya.
2. Dan-I has six grades from Shodan (1st Dan) to Roku-dan (6th Dan). Kyu-I has five grades from Go-kyu (5th Kyu) to Ikkyu (1st Kyu).
3. In Dan Grade tests, candidate, irrespective of age, must submit a report about specified subjects in addition to skill tests when taking the First Dan Grade test. The Association accepts the report whether or not candidates pass the skill tests.
4. Candidate must master the correct basic motions in addition to the blowing skills. In case an examiner judges that candidate does not master correct basic motions, an examiner may not agree to give the said Dan-I.
5. Candidates for 6th Dan must submit a report before the skill tests and be examined skills by the “6th Dan Accrediting Committee”.

Article 3 <Examiner and its right to judge>
1. Dan-Kyu-I test is judged by the following examiners:
 
i. Certified instructor has the right to judge up to 1st Dan.
ii. Senior certified instructor has the right to judge up to 3rd Dan.
iii. The following persons has the right to judge up to 5th Dan (including 6th Dan qualification test-I and II)
  @ Association’s promoting members of each Department who are approved its right by the Association’s General Managers’ Committee.
A Local associations’ head, chairperson of each prefecture’s association and block leaders, who are approved its right by a board of directors of Association.
B General Manager and Deputy General Manager of Association’s each Department approved by a board of directors of Association.
C Persons who have “A”-License.
D Jyun-Shihan - Deputy Master.
E Shihan – Master.
2. An examiner who has the right to judge and an assistant to the examiner judge the qualification test. An examiner appoints an assistant. An assistant needs not to have any certificate, but try to appoint from certified instructor, senior certified instructor and/or higher Dan Grade holder.

Article 4 < Qualifications of candidacy for a test and an interval>
1. Basic qualifications of candidacy for a test;
All members of the Sport Fukiya Association shall be qualified to take a test, regardless of age, sex, and nationality.
2. Qualifications for taking Dan or Kyu tests and interval for upper grade test;
From 5th Kyu to 2nd Kyu, any one is able to take a test for any Kyu, with the affirmation of the instructor. An interval of one month is required between each acquisition. A 1st Kyu holder shall be able to take a test for the 1st Dan after a one month interval. In order to take a test for the grades from 2nd Dan to 5th Dan, an interval of at least 6 months is needed between each acquisition.
3. The 6th Dan;
In order to take a test for the 6th Dan, a 5th Dan holder must take qualification test-I one year after 5th Dan acquisition, then qualification test-II one more year after test-I. Candidates who pass two qualification tests can take a test for 6th Dan.
 
Article 5 <Execution of the accrediting tests>
1. Authorized Equipment shall be used.
2. Candidates should dress suitable for a light sport. In case an examiner judges that candidate’s clothing, manners are not suitable for candidacy, an examiner gives warning.
3. In skill tests, each candidate shall blow the number prescribed in the Dan-Kyu-I accrediting reference. In each round he or she shall blow 5 Ya within 3 minutes. If the candidate has gained the score prescribed in the above reference, a Kyu or Dan shall be accredited to him or her.
4. In skill tests, the basic motions shall be observed.

Certificates; Based on the application submitted by the authorized instructors (including education-diffusion committee members, or accrediting test committee members) and local office leaders, the Association shall confirm the application and issue Certificates to the candidates.
 
Article 6 <Appeals>
Inform to the examiner during the test if the candidates have any objections. Final decision shall be judged by an examiner. Appeals after test is completed shall not be accepted.
